what if you had a space program

lets take an hypothetical scenerio
lets say you somehow end up as the administrator of nasa
and also let's say that the us goverment
will give any amount of money you wish for nasa
what will you do with it

this was the question that i had on my mind
and my conclusion was to make
a long term space exploration program
that will take decades or even centuries
to fully materialize

so my would all be about
something i like to call mms
of multi module spacecrafts
this would be large spacecrafts that would
be assambled in orbit
how will you assamble them in orbit
by space shuttles of course
the first step would be building new orbiters
that will used to deliver the modules

now the second step is too of course build the spacecrafts
this will take sometime
specifically for my mars spacecraft
it will take between 10 to 20 years to complete
and we are not even counting the time it will take
to make the orbiters operational which in scenerio
will be 5 years and of course it will take to built a moon base
more then 10 years
for building a moon base

we are getting out of hand here
so basically a mars expedition
in the program will be operated
by a mars shuttle that will take people between
mars and earth's orbit
the shuttle will need to have at least
a rotating hammer habitat
to not make the crew ill
and it should but not need
to have an hydroponic garden
for food
so yeah that's about it for now
i will update you on other crazy ideas i came up with
